The Trade Federation, under the secret leadership of the mysterious Darth Sidious, has blockaded the peaceful planet of Naboo with a massive droid army. Supreme Chancellor Valorum dispatches two Jedi Knights—Master Qui-Gon Jinn and his Padawan, Obi-Wan Kenobi—to negotiate a settlement.

Meanwhile, Queen Amidala (the real one, revealed to be the handmaiden Padmé all along) addresses the Senate. But she sees the bureaucracy is paralyzed by corruption. The Supreme Chancellor’s puppet, Senator Palpatine (secretly Darth Sidious), manipulates her: "Vote for a vote of no confidence in Valorum.
